Evaluating laws and policies
Juris supports legislators and policy makers in evaluating and analysing (a constellation of) laws, regulations and policies.
Beforehand, we provide insight into the impact of a new law on the execution. This analysis consists of two phases. First, we support the legislator in designing adequate legislation to reach the law’s goals, at the same time serving execution as well as possible. The second phase consists of supporting the legislator in testing whether or not the proposed legislation can be executed.
In both cases, we will make a Decomplexification Model© to visualise the interdependencies of the entire bill proposal. This overview serves the enhancement of the quality of the bill proposal, due to our top-down approach, which maps the complete backbone of the proposal. Moreover, exploring the complete backbone easily prevents contradictions and doubles.
Eventually, this approach leads to a lean and stable bill proposal. If the legislation does not contain any superfluous rules and only the correct ones, a lot of money can be saved executing it. Furthermore, visualising the evaluation in a model provides an easy to read overview of the legislation for politicians, administrators and chain partners.
When evaluating existing legislation, we investigate whether or not its goals are actually met and what impact it has on those parties needing to apply it, including both executors and enforcers. The impact of legislation comprises, among other things, feasibility, the level of compliance and enforcement. Omissions, loopholes, doubles and contradictions are revealed during this analysis.
